So how do you actually get sky to do as they promised when you sign up & refund for the early termination charges- even though I've sent in everything they asked for & confirmed it's been received- 6weeks later & still no refund!!!!?

It's usually because you haven't sent the required information exactly as needed. If you're confident that you have you can email the switching team:
