My WiFi hub keeps losing connection and the middle light flashes orange. The connection comes back but it's dropping out multiple times per day

You can report the issue to Sky but whether they can get Openreach to do anything is no way near certain. The automatic systems should cut in and reduce speeds in steps to stabilise the line. It is only when they can't do that without reducing speeds below the guarantee value for your line or line drops exceed 10 a day that they often agree to do anything.
If we ever get dry weather things should improve. If you do call Sky try to use the Sky Talk line as if that is noisy you have a better chance of getting something done also the call is free just dial 150.
